I Really Live In This State?

Topeka, KS, just repealed the law against domestic violence. Beat your spouse in Topeka, and you will not be prosecuted.  The lawmakers consider this a "money-saving" tactic.  How many people will have to be killed before they see the idiocy of this move?

I really don't understand how this is even legal. Violence is violence, yes? So getting in a bar fight is prosecutable, but not beating on your spouse? This makes no sense at all.
